New Campaign Aims to Reduce Pendency in Government Offices

New Delhi, 21 September 2024 – Ministry of New and Renewable Energy (MNRE) has, in conjunction with its group of Public Sector Undertakings and autonomous institutions, launched Special Campaign 4.0. This initiative is led by the Department of Administrative Reforms & Public Grievances aimed to institutionalize Swachhata and progress in pending matters of government offices across the country. The campaign ran from October 2 to October 31, 2024, and was designed to streamline office processes and focus on record management.

As part of this campaign, the Ministry of New and Renewable Energy will engage its two PSUs, the Indian Renewable Energy Development Agency Ltd. (IREDA) and the Solar Energy Corporation of India Ltd. (SECI), along with three autonomous institutions—National Institute of Solar Energy (NISE), National Institute of Wind Energy (NIWE), and Sardar Swaran Singh National Institute of Bio Energy (SSS-NIBE)—to take up key activities to further improve the delivery efficiency of government operations.

Preparation phase: foundation laying
A preparatory phase, from 16th September to 30th September 2024, has been in place for the MNRE and its associated institutions. By October 2, before the formal launch of the Special Campaign 4.0, the respective ministries and departments need to identify pending issues in detail and conduct record management exercises. The preparatory phase assumes an important place in the campaign’s objectives.

During this stage, some of the very crucial things done are:

Case Identification: Cases with pending grievances appeals, files, and other issues that have to be finalized are identified by the Ministry and its related institutions. This identification is key in enabling the implementation stage to bring their formulated targets to reality effectively.

Record Management: The campaign strongly emphasizes review and codification of physical files in terms of guidelines under the Central Secretariat Manual of Office Procedure (CSMOP) and the Public Records Act, 1993. It will weed out the total obsolete or redundant files while retaining proper system on retention and disposal of records.

Cleanliness Campaigns: The next line of efforts after cleaning up the offices will be to have cleanliness campaigns at the ministerial offices such that each department and office is cleansed keeping not only the areas in administrative departments clean but also the common space clean, thus contributing to a healthier and organized work atmosphere.

Training on Record Management: During the preparatory phase, MNRE will hold a Training Session on Record Management on CSMoP Chapter 10. It will be organized on 26th of September, 2024 at Atal Akshay Urja Bhawan, New Delhi. Staff will be made aware of the best practices to govern document management which would enable them to manage and streamline records of system in proper order.

Special Campaign 3.0 : A Succesfull SoC
This campaign is an extension of Special Campaign 3.0, which was successfully conducted by the Ministry of New and Renewable Energy in the year 2023. The Ministry met 100% of its targets under the last campaign as below;

Public grievances redressed
Grievance appeals regarding public grievances
Physical and e-file scrutiny
Swachhata Campaign
It shows a true commitment of the Ministry to address long-pending issues, increase efficiency while completing the pending work, and sort out all such matters expeditiously.

Focus Areas of Special Campaign 4.0
Special Campaign 4.0 is about not merely cleanliness drives but a campaign to raise the overall effectiveness of government offices through the minimum level of pendency and effective management of physical as well as electronic files. Through pending issue finding and redressal, the Ministry hopes to bring about an improvement in the speed and quality of public service delivery.

Major objectives of this campaign:

Public Grievance Redressal: All public grievances to be dealt promptly and efficiently.
Review of Physical and E-Files: Review and categorization of files with weeding out unnecessary physical records.
Cleanliness Drives: Taking forward the initiatives for a clean and tidy workspace.
Record Management: Training employees in the best practice of record-keeping and management to avoid pendency in the future.
Implementation Phase: Achievement of the Goals
The implementation phase, in this sense, of Special Campaign 4.0 will start from October 2, 2024 being Mahatma Gandhi Jayanti, and efforts will be taken to attain the goals prepared during the preparatory phase.

In this direction, the Minister of New and Renewable Energy assures the sustenance of thrust on cleanliness, record management, and redressal of grievances and appeals in a time-bound manner. Accomplishment of such a campaign would significantly contribute to betterment in governance and service delivery in the renewable energy sector.

The way forward: Institutionalizing Swachhata and Efficiency
Special Campaign 4.0, in general, will help institutionalize Swachhata and reduce pendency to have a long-term impact on how the functioning of government offices will be. It will lead towards achieving more organized workplaces-cleaner. On the other hand, processes will become efficient and easier, with more transparency.

Presenting in this campaign are the Ministry of New and Renewable Energy and its PSUs and autonomous institutions, which perhaps indicate the intent of the government in enriching governance and operational efficiency.

As Special Campaign 4.0 continues, the ministry hopes that this will leave a positive departure from the past campaigns and set a new benchmark for cleanliness, transparency, and efficiency in government offices.
