Transforming Disability Rights: India’s Inclusive Future

India is witnessing a significant shift in its approach to disability rights, driven by the government’s focus on inclusivity and empowerment for persons with disabilities (PwDs). Central to this movement is the Accessible India Campaign (Sugamya Bharat Abhiyan), launched in 2015 to create a barrier-free environment across key sectors like education, transportation, and public spaces. The campaign aims to ensure that all individuals, regardless of ability, can participate fully in society. The initiative has focused on making physical spaces, transportation, and information systems more accessible to PwDs. Alongside infrastructure improvements, various empowerment schemes have been introduced to support financial independence, skill development, and education for PwDs. One of the notable initiatives is the Divya Kala Mela, launched in 2022, which celebrates the craftsmanship of differently-abled artisans.

These melas, held across India, provide a platform for Divyangjan artisans to showcase their products, ranging from home décor and handlooms to organic goods. The event not only highlights their talents but also fosters economic self-reliance, aligning with the government’s “vocal for local” initiative. Financial institutions also support these artisans, providing loans and resources to help integrate them into the broader market. The government has implemented several legal frameworks, such as the Rights of Persons with Disabilities (RPwD) Act of 2016, which safeguards the rights of PwDs, and the Rehabilitation Council of India Act, which regulates services and maintains professional standards in disability care. Further, programs like the Deendayal Divyangjan Rehabilitation Scheme provide grants to NGOs for early intervention and special schools, ensuring comprehensive support for PwDs. India’s focus on cultural and artistic expression also plays a crucial role in challenging societal perceptions of disability. Events like the Divya Kala Shakti cultural program showcase performances by PwDs, illustrating their creativity and capability, helping to dismantle stereotypes. In fact, India’s approach to disability rights is evolving with an increasing focus on creating a more inclusive society that recognizes all different contributions. Through legal measures, empowerment programs and cultural programs, the government strives for a future that is sustainable for all, regardless of ability.
