The move paves the way for work to resume on the ambitious plan to build enough clean electricity to supply around 500,000 homes, marking a major victory for clean energy supporters and local economies.

The Empire Wind project, 24 to 48 kilometers southeast of Long Island, had been placed on hold pending an order made by the U.S. Department of the Interior in April. Secretary of the Interior Doug Burgum had ordered the pause on the grounds that the Biden administration had approved the project too quickly without sufficient review and analysis. This directive brought development of what had been one of the biggest offshore wind projects in the US to a standstill.

New York Governor Kathy Hochul quickly reacted to the halt order with a strong resolve to challenge it. In her open address, she underscored the essential significance of the project to New York's renewable energy future and economic potential, pointing out the 1,500 union jobs on the line. Hochul thanked President Trump for intervening and working together to remove the stoppage, allowing this important renewable energy project to proceed.

"New York's economic future will be fueled by clean, plentiful energy that drives our homes and businesses to prosperity. I fought to protect clean energy jobs in New York — and we did it," Hochul said.

Empire Wind 1 will be the first directly connected offshore wind farm to the New York City grid, with a contracted capacity of 810 megawatts. The project is a flagship initiative in the region's shift towards renewable energy, targeted for commercial operation in 2027.

The project lease was initially granted in 2017 to Equinor, a Norwegian energy company. This year, Equinor has secured over $3 billion in financing for the project, with the total capital invested in Empire Wind projected at approximately $5 billion. The company has been very keen on the objectives of the project, prioritizing the provision of clean energy while strengthening the local economies and creating employment.

After the stoppage order was lifted, Equinor CEO Anders Opedal made a statement expressing the company's eagerness to continue building and extend the project's positive economic and environmental benefits.

"We welcome the ability to resume construction on Empire Wind, a project that reflects our commitment to produce energy while strengthening local economies and generating jobs," Opedal stated.

The reversal of the ban also involved a sophisticated political accommodation. Secretary Burgum's social media comments indicated agreement with Governor Hochul on building new gas pipeline infrastructure. Burgum observed that the governor was open to advancing essential pipeline capacity, indicating a harmony between clean energy growth and the ongoing relevance of secure natural gas supply to the area.

"New Yorkers and New Englanders who are Americans would experience real economic dividends and reduced utility bills from expanded access to clean, affordable, dependable American natural gas," Burgum added.

The Empire Wind project is a key milestone for the U.S. offshore wind industry, which has been expanding quickly as states aim to achieve aggressive climate targets. New York's leadership in this front is considered key for clean energy transformation for the East Coast.
