Brazilian diplomat Andre Correa do Lago, president of the upcoming COP30 climate summit, acknowledged the limits of traditional UN climate negotiations and called for a shift towards implementation, reported by Reuters.

“The Paris Agreement is working, but much more needs to be done,” he wrote in a letter outlining his vision for the November summit in Belem, Brazil. He urged climate negotiators to be self-critical, addressing concerns that decades of talks have yielded limited results.

“We need a new era beyond negotiations—we must put agreements into practice,” he stated.

At a press conference, Correa do Lago noted that while UNFCCC summits are the primary forum for climate talks, they lack authority over the entities responsible for implementation. Global challenges, including U.S. withdrawal from the Paris Agreement under former President Trump and increased defense spending in Europe, have further slowed climate action.

Brazil plans to push for climate discussions in forums like the G20 and IMF meetings and amplify the voices of civil society and Indigenous groups. Correa do Lago also announced two international meetings with global leaders ahead of COP30 to assess countries’ emission reduction pledges. So far, only 13 nations have submitted their updated commitments.
