Government fisheries schemes are supporting fishermen and women across India with welfare benefits, infrastructure, and livelihood opportunities.
The government has launched multiple programs to support Fishing Communities across India, by improving their livelihoods, infrastructure and welfare in the Fisheries sector. The Department of Fisheries has also introduced multiple initiatives aimed at assisting fishermen during lean periods through providing financial assistance, housing assistance, additional facilities and safe working conditions over the course of many years.
In addition to the various welfare measures introduced to fishing communities through the previous Blue Revolution : Integrated Development and Management of Fisheries Program, several other welfare measures were introduced under this program to assist communities of fishermen including saving-cum-relief program to provide financial support during lean fishing seasons, housing assistance for fishermen families, and basic amenities such as drinking water facilities and community halls in fishing villages. The scheme also offered group accident insurance to protect active fishermen and their families from unexpected risks while working at sea or inland waters.
The Federal and State governments pool resources together to offset costs associated with providing welfare to low-income earners through various welfare program types; that way, depending on the areas, different levels of investments and resources are allocated to supporting each area of the country based upon their respective needs. The focus of these programs is to improve living standards of targeted areas and to establish a safety net for all of those who rely upon fishing or fisheries as their primary source of income.
The Pradhan Mantri Matsya Sampada Yojana (PMMSY) has recently built upon the success of earlier welfare programs by providing enhanced assistance to support the ongoing growth of the fishing industry (both infrastructure and economic opportunity) through multiple types of investments at multiple levels from both the federal and state governments. Specifically, various fishing harbour and fish landing sites were approved throughout India by PMMSY and upon completion will enable fisherman to safely bring their daily catches to their respective destinations, provide adequate storage for their catch, and avoid unnecessary losses resulting from poor handling and spoilage.
The initiative also helps in creating cold storage spaces, ice plants, and better transport facilities for fish products. These facilities allow fishermen to save their fish for a longer period of time and sell them in bigger markets, which increases their earnings and decreases wastage.
The PMMSY programme has also promoted women's involvement in the fisheries arena. Women are offered greater financial aid to continue performing fish farming, seaweed farming, ornamental fish farming, fish processing, and marketing than men. Training and skills development programs have also been implemented to assist women in constructing small businesses and strengthening their livelihoods.
In the last five years, many women across India have benefited from fisheries development projects under the PMMSY scheme. These projects have helped them earn extra income, which has helped improve the economy in fishing villages for in both coastal and inland fishing communities.
Expert says that better facilities and support for the fisheries infrastructure help fishermen, their families, and sustain the use of water resources. For example, better storage facilities and handling practices reduce the number of fish that gets spoiled and wasted. allow for the reduction of fish waste. When fishing is done responsibly, it helps protect water ecosystems and ensures that fish populations remain healthy for the future.
Supporting fishing communities through the provision of infrastructure, training, and financial assistance aims to improve livelihoods, strengthen rural economies, and promote responsible aquatic resource use throughout the country.
