Koyla Shakti to Become the Digital Backbone of India’s Coal Sector

In a step toward digital transformation and transparent governance, the Union Minister of Coal and Mines, G. Kishan Reddy, launched two digital platforms — the Koyla Shakti Dashboard and the Coal Land Acquisition, Management, and Payment (CLAMP) Portal through video conference at an event held in New Delhi. The launch marks another milestone in the Ministry’s efforts toward efficiency, transparency, and data-driven governance in the coal sector.

The event was attended by Vikram Dev Dutt, Secretary, Ministry of Coal, Rupinder Brar, Additional Secretary and Nominated Authority, Sanoj Kumar Jha, Additional Secretary, along with senior officials of the Ministry, industry representatives, and stakeholders from across the sector.

Addressing the event, the Minister said that the launch of the Koyla Shakti Dashboard marks a step forward in integrating the entire coal value chain on a unified digital platform. He said that the system will strengthen real-time coordination, enhance transparency, and enable data-based governance across the sector. The Minister said that Koyla Shakti will serve as a digital system for India’s coal ecosystem, aligned with the Government’s vision of Aatmanirbhar Bharat and “Minimum Government, Maximum Governance.”

He also said that the CLAMP Portal represents another step in the Ministry’s efforts to promote transparent and efficient governance. The portal aims to enhance accountability and reduce procedural delays in land acquisition processes for coal-bearing areas, ensuring equitable and time-bound compensation and rehabilitation.

Vikram Dev Dutt, Secretary, Ministry of Coal, said that the Koyla Shakti Dashboard and CLAMP Portals represent the Ministry’s reform-oriented and futuristic approach. He said that both platforms will help improve transparency, accountability, and governance standards across the coal value chain.

He said that by using technology for real-time data integration and decision support, the Ministry aims to streamline processes, reduce delays, and enhance coordination among stakeholders. He said that the Ministry remains focused on policy and process reforms to improve the operational performance of the coal sector.

Rupinder Brar, Additional Secretary and Nominated Authority, gave a presentation on the Koyla Shakti, Smart Coal Analytics Dashboard (SCAD). She said that the portal has been developed as a unified, real-time digital platform integrating data from multiple sources across the coal value chain including coal-producing companies, central ministries, state departments, railways, ports, and power utilities. The dashboard provides visibility on coal production, dispatch, logistics, and consumption, ensuring coordination among stakeholders.

She said that Koyla Shakti enables real-time monitoring of coal movement through rail, road, and multimodal systems, allowing data-based decision-making and predictive analysis for demand forecasting and logistics planning. The system improves efficiency, transparency, and accountability by bringing key performance indicators into a single interface. She also said that the CLAMP Portal will complement Koyla Shakti by supporting land acquisition management and compliance processes.

The Koyla Shakti Dashboard is a digital platform that integrates the entire coal value chain from mine to market on one interface. The platform allows coordination among coal companies, railways, ports, and end users, improving operational efficiency and coal logistics.

As a decision-support system, Koyla Shakti enables data-based governance, optimizes resource allocation, and strengthens supply chain management. The initiative supports transparency, efficiency, and technological improvement in line with the Government’s vision of Aatmanirbhar Bharat and Minimum Government, Maximum Governance.

About the Dashboard

For decades, the coal supply chain covering production, transportation, logistics, dispatch, and consumption has involved multiple stakeholders. Koyla Shakti eliminates these components onto a single digital platform by integrating real-time data across the ecosystem.

The platform serves as a decision-support system to ensure:

  • Seamless coordination among coal companies, railways, ports, and end users.
  • Transparency and accountability through data-driven monitoring.
  • Faster, smarter decision-making enabled by live analytics and digital dashboards.

Developed by the Ministry of Coal, the Koyla Shakti – Smart Coal Analytics Dashboard (SCAD) is a centralized digital platform that consolidates information from:

  • Coal-producing companies and private miners.
  • Central ministries and departments such as Coal, Railways, Power, Finance, Ports, Shipping and Waterways, and Road Transport and Highways.
  • State departments managing coal production (E-khanij platforms).
  • Power generation companies and industrial coal consumers.
  • Port authorities and private coal-handling terminals.

Objectives and Key Features

The main objective of Koyla Shakti is to enhance efficiency, transparency, and coordination in the coal supply chain. The dashboard integrates data from multiple sources for real-time monitoring of coal production, dispatch, and logistics. It supports data-based decision-making, provides alerts for quick issue resolution, and ensures standardized reporting across departments.

The system simplifies monitoring, reduces manual errors, and allows integration with future digital platforms. It also improves accountability by giving stakeholders access to key performance indicators and helps in policy planning and demand forecasting.

CLAMP Portal

The Coal Land Acquisition, Management, and Payment (CLAMP) Portal is a digital platform designed to manage land acquisition, compensation, and rehabilitation processes in the coal sector. It serves as a centralized repository of land records to integrate data, improve accountability, and reduce procedural delays.

By digitizing the workflow — from uploading land details to processing compensation — the CLAMP Portal aims to bring greater transparency, efficiency, and coordination to land management practices across coal public sector units (PSUs).
