NCAP Panel Orders Delhi, Noida to Ramp Up Pollution Control Fund Use

NCAP panel orders Delhi and Noida to speed up pollution fund spending, warning that slow progress threatens clean air goals as both cities lag in using budgeted resources.

NCAP Panel Orders Delhi, Noida to Ramp Up Pollution Control Fund Use

A central panel overseeing India’s National Clean Air Programme (NCAP) has told Delhi and Noida to urgently accelerate the use of pollution control finances, after chancing that both metropolises had used lower than a third of their allocated budgets. At its August 21 meeting, the NCAP perpetration Committee — chaired by the Central Pollution Control Board — demanded corrective action, with a 75 minimum fund utilisation needed of all sharing metropolises.

NCAP and the Urgency of Perpetration
Launched in 2019, NCAP seeks to cut PM 2.5 particulate pollution by 40 by 2026, with metropolises eligible for Union Ministry and 15th Finance Commission backing. Of the ₹ 13,236 crore allocated to 130 metropolises, just 72 was utilised as of August 2025, with Noida (11) and Delhi (33) lagging well behind.

Targets, Translucency and Responsibility
The panel pressed agencies to insure prompt, transparent spending for cleaner air, with the threat of slow-performing metropolises falling short of public and World Health Organisation (WHO) norms. Delhi and Noida were told to submit immediate reports on progress and obstacles, with the clear anticipation of catching up before the coming review.

Broader Counteraccusations
Full, effective use of NCAP finances is critical to India’s clean air intentions and civic health. Weak perpetration in NCR, one of the world’s most weakened metros, could undermine public progress.

Conclusion
Delhi and Noida now face violent scrutiny to make critical advancements in air quality spending, or threat renewed health heads and adverse policy attention.
