Streamlined Procedures for Coal and Lignite Exploration

India’s growing energy needs continue to push for more efficient exploration of coal and lignite resources. In this context, the Ministry of Coal has revised and simplified the mechanism for approving exploration programs and Geological Reports (GRs) prepared by Notified Accredited Prospecting Agencies (APAs) accredited by QCI-NABET.

Under the new system, GRs that are peer-reviewed by another accredited APA will no longer require evaluation or clearance from the committee established by the Ministry in January 2022. This represents a significant procedural change aimed at reducing delays in the exploration workflow.

Faster Approvals Expected to Shorten Timelines

According to the Ministry, the new approval system will reduce the time required for Geological Report clearance by at least three months. The means coal blocks can start operations sooner, and companies receiving the blocks can finish their required time steps on time more easily.

Increased Role for Accredited Private Agencies

The revised framework expands the role of private sector Accredited Prospecting Agencies in preparing and reviewing GRs. The approach indicates an increased reliance on private exploration capabilities for technical assessments, while maintaining requirements for peer review and adherence to established standards.

The new reform is expected to speed up coal and lignite exploration by cutting procedural delays and strengthening technical processes. By making the approval process simpler and allowing more accredited private agencies to take part, the Ministry aims to improve the overall efficiency of coal and lignite resource assessment.
