Countries failed to reach consensus on adaptation finance during the Bonn climate talks, leaving negotiations on the Global Goal on Adaptation unresolved ahead of COP31.
The Bonn climate talks ended without an agreement on adaptation financing because the participating nations could not agree on the Global Goal on Adaptation (GGA). This problem will be carried over to COP31, which is expected to take place in Antalya soon.
The point of disagreement was a negotiating text that did not mention any promise to increase adaptation financing. Several developing nations, backed by the Africa Group of Nations, rejected the text, thus bringing the negotiations on adaptation to a halt.
Adaptation finance refers to funds provided to assist countries in preparing for and responding to the effects of climate change, such as floods, droughts, heat waves, and other adverse weather events. Developing nations believe that adaptation finance is essential for implementing the adaptation plans.
At the Bonn talks, disagreements arose regarding the direction of negotiations on the Global Goal on Adaptation. The developing nations argued that funding had to be a core aspect of the negotiations.
Climate Action Network (CAN) International described the talks as indicating continued divergences between the developed and developing nations concerning climate finance. As per the organisation, the deliberations in various agenda items tended to center on procedural matters, thus hindering progress in areas related to implementation.
According to Pooja Dave, Adaptation Policy Coordinator at CAN International, adaptation necessitates financial resources and mechanisms. Ms Dave observed that many countries affected by climate change had already determined their adaptation needs but continue to lack finance for meeting these needs.
These talks have left several issues to be sorted out before COP31. The negotiators will go on to deliberate the Global Goal on Adaptation in the next round of climate talks, which is likely to include discussions on adaptation finance.
