Delhi Registers First Electric Gramin Sewa Vehicle, Marking a Milestone in Green Mobility

First Electric Gramin Sewa Arrives on Delhi Roads, Facilitating Clean Transport Revolution
In a major step towards de-pollution as well as clean transport, the first electric Gramin Sewa has been registered in Delhi on Tuesday. This is a significant step towards transforming the city into green mobility and de-pollution.
Gramin Sewa, initiated in 2011, is a paratransit service running high-capacity three-wheelers in rural and under-served areas, such as unauthorized resettlement colonies and Jhuggi Jhopri (JJ) clusters. The fleet mainly serves commuters in areas where there is ineffective public transport, offering cheap and convenient travel to those who need it the most.
Electrification of Gramin Sewa automobiles is an enhancement of the overall initiative of the Delhi government towards phasing out fossil fuel-guzzling cars and controlling air pollution. In accordance with the new order, all CNG-run Gramin Sewa cars that were part of the 2010-11 scheme have to be swapped with electric ones. The initiative is part of the government's ongoing thrust to drive clean mobility, which would result in minimized carbon emissions as well as fresh air for the city.
The six-seater electric vehicles along with a single driver will soon alter the transportation dynamics of Delhi. The vehicles will provide last-mile connectivity, a very much required aspect of Delhi transport, and fulfill the entire philosophy of the government of de-growth from fuel dependence.
The Delhi administration has argued that electric versions of Gramin Sewa vehicles have to comply with standards set by the Ministry of Road Transport and Highways (MoRTH) so that they are at par with safety and operating standards. This means limitations on capacity for seating as well as ensuring the vehicles are equipped to cope with the conditions of Delhi roads.
The Delhi government's transport department in September 2024 instructed owners of registered Gramin Sewa vehicles to replace their older CNG vehicles with electric cars. The cars are to receive the necessary approval and certificates and make the switch-over process hassle-free to be adopted. Car owners who want to replace their old Gramin Sewa cars are required to complete either an online Aadhaar-based application or provide an Enrolment ID if they do not have an Aadhaar number. Car owners also need to obtain a no-dues certificate within seven days stating that there are no dues pending to be paid by them as tax, challan, or there are no judicial issues against the current cars of theirs.
Gramin Sewa buses have been a key part of the public transport in the un-served regions of Delhi. As many as 6,000 Gramin Sewa autorickshaws were registered at first, but only 2,000 to 3,000 are running currently. The government is expecting the new electric cars to not only give a boost to this service but help the city in its fight against the issues of air pollution.
This shift to electric vehicles is also accompanied by a series of government incentives for drivers to change to cleaner power sources. These include concessions and subsidies, which are likely to make the change cost-effective and worthwhile for drivers. The government is also set to encourage the upgrading of infrastructure supporting electric cars, such as the installation of charging stations at key points across the city.
The stakeholders feel that the launch of electric Gramin Sewa vehicles will be a big step towards Delhi's vision of a greener and cleaner transport system. As the capital city is still struggling with pollution, the move has been hailed as a giant leap in the right direction.
Key Features of Electric Gramin Sewa
Electric Vehicle (EV) Technology: The new vehicles are electric, doing away with the use of fossil fuels and the harmful emissions that come with them.
Last-Mile Connectivity: The vehicles will offer public transport coverage to rural and poor cities.
Seating Capacity: Six people and a driver can be seated in each vehicle.
Compliance with MoRTH Specifications: All electrical Gramin Sewa vehicles will be in conformance with safety and operational norms stipulated by the Ministry of Road Transport and Highways (MoRTH).
Government Support and Incentives
To make the shift easier for car owners, the Delhi government is providing concessions and subsidies to enable them to purchase new electric vehicles. All the incentives are part of the city's grander vision of curbing pollution and encouraging cleaner means of transport. The government is also set to improve charging infrastructure to facilitate the shift to electric vehicles.
The overall goal is to minimize the carbon footprint of Delhi and make public transport cleaner and increase last-mile connectivity for people who live in slums. The stakeholders believe that this model can be followed by other cities in the future.
Conclusion
Launch of the country's first electric Gramin Sewa bus in Delhi is an important move on the part of the city in taking the public transportation system a step forward while containing pollution. Electric vehicle revolution within the fleet of Gramin Sewa will facilitate affordable, clean, and effective travel to weaker sections. With increasing numbers of electric vehicles being incorporated into the fleet and ongoing infrastructure development, this project has the potential to be a deciding factor in the sustainable mobility of Delhi.
