India's Approach to Combating Extreme Heatwaves: Strategies for Thermal Comfort

India is grappling with an escalating heat crisis, with the India Meteorological Department (IMD) forecasting severe heatwave conditions in regions like Rajasthan, Punjab, and Haryana until May 25, 2025. On May 21, Delhi recorded a "feels like" temperature of 50.2°C, underscoring the intensifying thermal stress across the country.

To address this growing concern, India is implementing a multifaceted approach focusing on passive cooling, climate-resilient housing, and community-driven solutions. The India Cooling Action Plan (ICAP) promotes passive cooling techniques such as natural ventilation, cool roofs, and shading to reduce indoor temperatures. Housing initiatives like PMAY 2.0 and the PRiTHVi program aim to construct climate-friendly, affordable homes equipped with these cooling features.

In urban areas, innovative solutions are being adopted to mitigate the urban heat island effect. Cities like Ahmedabad have introduced reflective paints on tin-roofed homes and installed water-sprinkler-equipped bus stops to provide immediate relief to commuters. These measures are part of Ahmedabad's Heat Action Plan, developed in collaboration with health and climate experts. 

For the informal workforce, who are particularly vulnerable to heat stress, experts advocate for the recognition of the "right to cool." Proposed measures include paid heat leave, establishment of free water ATMs at labor hubs, and creation of cooling centers to offer respite during peak heat hours.
