National Bank for Agriculture and Rural Development (NABARD) and Mahatma Phule Renewable Energy and Infrastructure Technology (MAHAPREIT) have signed an MoU to provide financial support for the creation of climate-resilient and sustainable infrastructure in rural India, with a focus on Maharashtra initially. The partnership brings together NABARD's expertise in rural and climate finance, and MAHAPREIT's technical skills in renewable energy to develop scalable solutions for climate-sensitive village infrastructure.

It was conceived as an initiative across the country, but will initially focus on Maharashtra, a state with a varied farming system and a large rural population, which is considered a high-impact area. The initial projects will assist Gram Panchayats, Panchayati Raj Institutions and community-level projects in sustainable development and the creation of sustainable infrastructure using renewable energy.

The key areas under the agreement are the promotion of renewable energy in rural areas, decarbonisation of Government buildings, modernisation of Gram Panchayat infrastructure, among other initiatives. Clean energy for water pumping is also in the spotlight, both for irrigation and drinking water, along with the installation of solar-powered micro cold storage facilities to minimise post-harvest losses for farmers and increase rural incomes.

The partnership will also help finance biogas and bioenergy facilities that use agricultural residues and biomass as raw materials, thereby generating additional income for rural families and reducing their consumption of fossil fuels. Clean energy solutions will also be installed in public institutions like technical education centres and district hospitals, increasing their resilience to climate shocks while also making their operations more sustainable.

Shaji Krishnan V, Chairman of NABARD, said that the collaboration with MAHAPREIT is a significant step towards achieving a greener and cleaner future for rural India, demonstrating NABARD's dedication to engaging with stakeholders who share its vision of sustainable rural development. The partnership could serve as a model for similar initiatives in other states.

The endeavour is aligned with India's pledges under the Paris Agreement for a higher proportion of non-fossil fuel energy and lower carbon intensity. The partnership's energy transition efforts in rural regions could enable more inclusive green development, create local job opportunities, enhance public health due to lower pollution in communities, and help increase resilience to extreme weather events associated with climate change. If the initiative in Maharashtra is successful, it could be rolled out to other states, providing a model for similar partnerships between governments and financial institutions across the country.
